Since the 21st century, with the rapid development of science and technology, especially its great influence on people’s life which is also beyond anticipation, people began to take a systematic reflection to the science activities, which is special and important. In a certain range, people show great anxiety about the social impact brought by scientific activities. Science is considered as the power with function of construction and destruction, participating all aspects of social lives and changing the social outlooks. On the on hand, as the main creation part, scientist master the high risk technology, on the other hand, they take the unshirkable scientific and technological ethnic responsibility. The thesis bases on the scientists’ scientific and technological ethic responsibility, making a deep analysis from the double angle of scientists and ethnic responsibility. The thesis is divided into four parts, employing the research methods such as theory with practice, data analysis and comparative analysis. Firstly, the thesis introduces the proof and significance of the scientists’ scientific and technological ethic responsibility, interpreting from three aspects of historical development, theory base and reality challenge. Historically, since the problem of scientists’ scientific and technological ethic responsibility has been put forward, it draws great attention.
