Beijing Forum:Removing Barriers,Promoting Integrity /“消除障碍 促进融合”国际论坛. / 《世界残疾报告》及其对残疾 和康复的重要意义 * ■邱卓英 李沁炎炎 【摘要】 本研究系统地分析了《世界残疾报告》发展的背景与过程以及理论架构和主要内容。 残疾问题既是一个人权问题也是一个发展问题，报告倡导一种双轨制方法，一方面强调为残疾人消 除一切障碍，提供各种服务和协助，更为重要的一方面是为残疾人赋权，采用权利为本的方法，开 展能力建设，促进他们充分平等参与社会。报告总结了世界范围内残疾和康复发展的现状与基本经 验，并提出了相关的政策建议。本研究就在残疾和康复工作中实施《世界残疾报告》相关政策提出 建议，并结合运用世界卫生组织颁布的《国际功能、残疾和健康分类》和《社区康复指南》，提出 了相关的政策建议。 【关键词】 世界残疾报告 ；国际功能 ；残疾和健康分类 World Report on Disability: Implications to Disability and Rehabilitation QIU Zhuo-ying, LI Qin-yi 【 】This paper systematically analyzed the background and development of World Report on Abstract Disability (WRD). Disability is an issue of human right and development. WRD advocated a twin-track approach which addresses to remove barriers, provide services and supports and empower people with disabilities to adopt a right-orientated approach to promote capacity building and inclusion to society. WRD concluded the evidences and proposed recommendations for policy making of disability and rehabilitation.
