Abstract Energy (especially oil) is the material basis of modern civilization and modern industrys blood. With the development of economic globalization, energy economic and energy security have been given new meaning; they have already become common problems that the countries all over the world face. It to seek their own energy security through the external energy cooperation, has now become a major trend of the oil-importing countries, but the question is that how to carry out effective cooperation to achieve a win-win situation. Northeast Asia is one of the regions which the worlds energy and security combined most closely, in this region, China, Japan and South Korea, to some degree, are facing of severe energy problems. In the issue of energy supply and energy demand , Russia is the most important energy supplier of this region, China, Japan and South Korea are the most important energy consumer of this regions, they are in the need of getting in oil in the form financial , cost-effective and easy from Russia . Therefore, not only to strengthen the cooperation of the four countries of China, Japan, South Korea which the energy consumer and Russia which the energy supplier, but also to strengthen the cooperation of the three countries of China, Japan and South Korea which the energy consumer, but, in this article, it need to be highlighted is strengthening the energy cooperation between China and South Korea. Since 1992, China and South Korea have established diplomatic relations, the two sides of the political, economic, cultural, and diplomatic and other fields have achieved rapid growth.
