北京市职业教育创新发展计划（2011-2015年） 征求意见稿 从“十二五”时期首都经济和社会发展需求出发，根据《北京市国民经济和社会发展第十二个五年规划纲要》、《首都中长期人才发展规划纲要（2010-2020年）2010-2020年）”建设为重点，培养40万名高素质技能型人才，培训新市民和各类从业人员200万人次，职业教育在服务“人文北京”、“科技北京”、“绿色北京”建设中发挥显著作用。 二、创新驱动，率先实现职业教育现代化 把握时代特征，发挥首都优势，着力实施职业教育制度、职业教育国际化、职业教育信息化三项重大创新项目，加快实现职业教育现代化。 （一）职业教育制度重大创新项目 面向高端装备制造、电子信息、现代交通、生物医药、旅游、社会服务、文化创意等产业，选择汽车制造等18个专业，以职业需求为导向，以校企合作为基础，拓展职业教育办学功能，健全人才培养体系，创新人才培养模式，组织中等、高等职业学校和普通高校共同开展职业教育分级制度改革。探索建立职业教育标准制度、授权制度、教学制度、评价制度和职业教育学历证书制度，完善职业教育基本制度，构建现代职业教育体系。高标准完成国家教育体制改革试点项目。加强科学研究和理论指导，启动一批职业教育科研课题，完成国家社科基金重大招标课题《我国现代职业教育体系研究》。 （二）职业教育国际化重大创新项目 适应中国特色世界城市建设要求和跨国公司全球产业转移新趋势，服务在京世界高端企业总部及跨国企业发展，加快培养符合国际职业标准要求的技能人才。建立国际职业教育交流合作平台，力争促成“亚欧职业教育交流中心”在本市发展，围绕我市重点产业发展建立若干个职业教育国际合作基地。加强同国外职业教育机构、行业协会的交流合作，引进一批国际知名的职业资格证书，继续做好中德、中英等职业资格证书或职业教育证书合作项目。加强与在京跨国公司（总部）合作，鼓励支持职业院校与跨国公司校企合作，建立人才培养培训基地，支持“戴姆勒（中国）汽车学院”等合作项目。服务“走出去”战略，为我市企业走向世界培养高技能人才。实施“北京市职业学校学生留学奖励计划”，每年资助300名优秀学生赴境外交流学习。扩大国外职业学校教师和学生来京进修、交流规模。 （三）职业教育信息化重大创新项目 落实“智慧北京”建设规划，大力推进北京职业教育信息化教学过程和生产、科研、经营过程融合，复转军人前培训，劳动 for examination and approval, to return part or all of the loan in advance. 5.8 contract contract specific requirements: first, the borrower and other clients; Second, loan person double charge and other parties signed a contract with the borrower and agent signature of contract; Third, customers signed loan contract, contract of natural person, must be checked and fingerprinted by himself, you may not use personal name instead be signed, shall not authorize others to sign; Four, the pledgor, mortgagor due to special reasons not to sign the contract, may authorize others to sign the contract and retained after the notary notarized power of Attorney (parties abroad, outside the territory of China sent or delivered by a power of attorney shall be certified by the notary public of the country, and certified by the Embassy or Consulate in the country).
