Methods: The questionnaire, expert interview and Analytic Hierarchy Process (AHP) were used to determine the evaluation indicators and weights. Results: The legal system, organization system and information system, were based on to determine the evaluation index and calculate the corresponding weight coefficient. Conclusion: The evaluation indicators of the adverse drug reaction monitoring system were created.
