Abstract In the 12th Five Year Plan of Hunan Province, the slogan of building a digital Hunan, which also provided an opportunity for the development of the information services industry in Hunan Province. Information services industry in Hunan Province is still in the growth period, the necessary resources have not been effectively use and configure. So it is necessary to establish a scientific and complete index system for monitoring indicators of the information services industry in Hunan Province . Stand the height of the 12th Five-Year Plan in the Hunan Province, sorting out the important role of information service industry in national economic development, an objective analysis of the potential value and contribution of the Hunan information service industry: using the analytic hierarchy process to analyses the influence factors of Hunan information services industry. On the basis of the years of economic indicators data about Hunan information services industry, the existing problems in the process had been indicated. Combined the characteristic of Hunan information service industry with Mr. Porter’s diamond, to build the evaluation model of itself. and to proceed the weighting calculation using information service industry competitive index by the Analytic Hierarchy Process. Finally, in contrast to the cities of the developed of domestic information services (such as Beijing, Shanghai, Shenzhen, and so on) to assess the competitive of Hunan information services industry and based on the analysis of research results projecting the development strategy of Hunan information service industry.
