Gω Tonι Nankai University School 0/ Law , Tianjin 300071. [Abstract] There are two methods of conversion in the cohesion mechanism between the administrative evi- dence and the criminal evidence. One is the conversion rule of evidence, , the other is to make the investigative organs enter the administrative process earlier. The Article 52(2) of the 2012 Criminal Procedural Law regulates the evidence competency of administrative evidence. However, this article does not relieve the obligations of the investigative organs to collect evidence. The administrative organ is treated as the object of evidence collection. There are exiting some issues required to study , before the administrative evidence entering criminal proceedings , such as the scope of administrative evidence, the transfer subjects and the rules of evidence review.
