企业参与排污权交易的环境效益研究 湖南大学 袁亮、姚志兴、田卉 摘 要 排污权交易是一项以市场为基础的环境经济政策。作为其作用主体，企业所 选择的环保行为决定了排污权政策的效果。首先本文对排污交易进行微观博弈分 析，讨论了企业之间存在排污权交易的可能性。其次，构建系统动力学模型，在 企业生产排污子系统、区域人口子系统相互约束下对企业行为进行静态模拟，并 检验了模型的真实性、合理性。根据所构建的系统动力学模型分析了企业参与排 污权交易所产生的环境效益，同时发现排污权交易额过大或者过小均无法实现改 善环境的最初设想。最后，文章根据实证结果建议政府合理分派环境资源，进一 步规范企业参与排污权交易行为，形成稳健的排污权交易市场。 关键字：排污权交易 环境效益 系统动力学 I Abstract The emissions trading is a environmental economic policies based on the market trading. For the enterprises act as the main part, what environmental protect behavior they take determined the facts of the emissions laws’. In this paper, we choice the micro-game analysis of emissions trading, then discussed if emissions trading are possible between companies. We building a system dynamics model, containing the subsystem of sewage in the production, and subsystem of regional population, and simulating what the enterprises will behavior under the static situation. Moreover, we testing our model is authenticity and reasonable. Base on the system dynamics model, our paper focuses on the environmental benefits arising from emissions trading when the enterprises participated, we found that there have no efficient if the trading is too large or too small, and cannot achieve our originally suppose to improvement the environment. Finally, we suggest our government should take a reasonable arrangement of environmental resources, and complete standard of enterprises to participate in emissions trading, all of those are contribute to the formation of solid emissions trading market.
