聊城市水生态文明建设对策探究 　　【摘 要】水生态文明建设是国家水利部提出的水资源从“利用”向“和谐”转变的重要工作思想。聊城市地处京杭大运河与黄河交汇之处，面临着“南水北调东线”与“山东西部经济隆起带建设”的机遇与挑战，使聊城市水资源开发管理与保护具有现实和长远意义。本文在分析聊城市近16年水资源现状与水资源供需平衡的基础上，提出了从管理到实践的聊城市水生态文明建设对策，结果表明：（1）聊城市2000年-2015年，除个别丰水年水资源供需保持平衡外，其余年份均为水资源供需失衡；时间序列模型表明供水量与用水量未来5年仍呈下降趋势；总体来说聊城市的水资源供需压力在逐步降低。（2）要实现聊城市水生态文明建设，在管理决策上“做好顶层设计，建设海绵城市”；在生产实践方面“发展节水农业，加大治污力度”；在社会生活方面“构建水文化长廊，吸引公众参与” 【关键词】聊城；水生态文明；对策 Study on Constructing Countermeasures of Water Eco-Civilization in Liaocheng City JING Shu-hui LIU Jia-zhen （School of environment and planning，Liaocheng University，Liaocheng Shandong 252059，China） 【Abstract】Constructionof water eco-civilization is proposed by the national Ministry of water resources as theimportantidaforchanging water resourceuseto man-water harmony.Liaocheng city，located in the confluence of Jinghang canal and Yellow River，is facing the opportunities and challengesbrought from“south to North Water Diversion Project”and“Economic Constructionin Western Shandong”.So there is practical and long-term significance for water resources management and protection in Liaocheng City.In this paper，the constructing countermeasures of water eco-civilization is proposed based on the present situation of water resource in Liaochengand the supply-demand balance in recent 16 years.The results showed that （1）Except for individual wet year，the supply-demand of water resource maintain balance.The supply-demand balance in most year is broken down during 2000-2015.Time series model indicate that water supply and water consumption will still decline in the future 5 years，the stress between water supply and water demand is gradually relieved..（2）To realize the construction of water eco-civilization in Liaocheng，three proposals have been given as follows：at first，good top-level design and sponge citybuildingshould be adopt in administration Second，water-saving measures and controlling pollution serious should be taken in industrial and agricultural production.Then，constructio
