海关物流监管创新初探试卷.doc

内容摘要：经济常态下，现代物流业的快速发展对我国海关物流监管提出更高要求。物流监管作为海关监管体系中最基础、最复杂的环节，亟需通过改革创新来提高与现代物流发展的适配性，进一步服务好进出口企业。从2008年起，宁波海关进行了包括物流监管在内的业务改革通过整合、集中相关监管资源，建立起一支专业化程度较高的物流监管人才梯队，从而为整个物流监管工作提供了有效人力支撑。  Abstract ： Under the new normal economy, modern logistics industry has been rapidly developed, thus the logistics supervision of China Customs puts forward higher requirements. As the most basic and complex part of customs supervision regulation system, customs logistics monitoring is in urgent need of improving the suitability with modern logistics development, and providing further and better service to import and expert enterprises. Since 2008, Ningbo Customs has conducted its operations including logistics regulatory reform, including through consolidation, centralized regulatory resources, and has established a high degree of specialization of logistics talent, which provides for the effective supervision of the entire logistics human support. On this basis, Ningbo Customs has set up Logistics Monitoring Command Center, thus becoming the hub of the entire logistics monitoring work. From the Ningbo Customs logistics monitoring innovation in exploration departure, we can summarize the achievements and shortcomings of Ningbo customs logistics monitoring innovation, then extract the meanings of customs logistics monitoring system reform and innovation of our country, and finally put forward the outlook of establishing a unified and efficient logistics monitoring system in the future.
