我国包装饮用水行业发展现状及存在的问题 廖振宇1, 2, 曹东丽1*, 张 华1, 赵秀元1 (1. 天津市食品安全检测技术研究院, 天津 300308; 2. 天津市产品质量监督检测技术研究院, 天津 300384) 摘 要: 本文介绍了我国包装饮用水的行业现状, 并围绕水源的生产和流通环节深入排查了包装饮用水的行业风险。水源风险主要集中在公共供水系统的消毒副产物污染、非公共供水系统的水质污染和企业对水源管理不严格等; 生产环节的风险主要集中在行业准入门槛低、部分企业管理松散、水处理及杀菌工艺控制不严、包装容器的使用风险、清洗消毒不符合规范、执行标准界限模糊、产品市场宣传概念存在争议等; 流通环节的风险主要集中在水站经营水平不高、制假售假、产品运输不规范等。针对以上风险, 本文提出了适应国内包装饮用水产业发展的监管对策, 对企业提升产品质量和完善包装饮用水监管制度体系具有重要意义。 关键词 Current situation and existing problems of packaged drinking water industry in China LIAO Zhen-Yu1, 2, CAO Dong-Li1*, ZHANG Hua1, ZHAO Xiu-Yuan1 (1. Tianjin Product Quality Inspection Technology Research Institute, Tianjin 300384, China) ABSTRACT: This paper mainly introduced the current situation of packaged drinking water industry in China, and thoroughly investigated the industry risks around the production and circulation of water sources. The risks of water sources are mainly concentrated on the disinfection by-products pollution of public water supply system, the water pollution of non-public water supply system, and non-strict water management system of enterprise, etc. The risks of production are mainly focused on the low industry access threshold, the loose management of some enterprises, non-strict water treatment and sterilization process control, the risks of packaging containers, violation of cleaning and disinfection specification, unclear product execution standards, and controversial product marketing concept, etc. The risks of circulation are mainly centered on the low management level of packaged drinking water operator, sale of counterfeit goods, and non-standard product transportation, etc. For the above risks, this paper proposed regulatory measures to adapt to the domestic packaged drinking water industry development, which had important significance for helping enterprises to improve product quality, and perfect the monitoring system of the packaged drinking w
