There are 3 chapters in total of this text,which contains about 5,0000 words, cutting-edge introduction of the significance of the topic of this article and literature review academic tradition and the writing ideas and analysis framework; Chapter One discusses the rise of regional water transport in Xuzhou historical changes, where describes prosperity Xuzhou Canal economic situation, at the same time paves the way for the following discussion; Chapter Two is discussed by examining the links between the Flood and Water in Xuzhou area irrigating with water transport to the side to highlight its impact on economic development; Chapter Three is regarded by analysis of the the Xuzhou local finance, taxes and LiJia development to illustrate the contact between
