In terms of the sports competitions held in the region, the 12 western provinces and autonomous regions differs from one another with respect to the number, events, management and infrastructure. The sports resources are mainly in Sichuan and Chongqing municipality, while they are relatively scarce in Ningxia and Tibet. Compared with other provinces and municipalities, Inner Mongolia, Xinjiang and Tibet benefited more from the policies of the Development of Western China. 4. The major factors affecting the allocation of sports resources in the western region are the economy, government investment, policy and institutional mechanism. Given the fact that the western region is relatively less developed and the market mechanism has yet been established, the national sports events held in the region mainly depend on government investment and many of them end up with running a deficit. 5. A hybrid mechanism combing governments macro-control, market regulation and social participation should be adopted in allocating sports resources in the western region.
