However, with the industrialization process rapidly developed, the extensive mode of economic growth which is of high invest, high consumption, high emission, gradually increases external pressure of environment, results in problems repeatedly which are hindrances of ecological balance such as water and soil loss, ozone holes, and even species extinction etc. Increasingly severe environmental conditions make its bearing capacity weaker and weaker, environment problems have become the primary factor that restrict economy development. That is to say, attach attentions to environment problems and coordinate the relationships between economy and the environment are extremely urgent. This text combine Environment Kuznets curve, select the discharged volume of industrial waste water, total amount of discharge for industrial solid wastes, Industrial so2 emissions, industrial soot emissions and Industrial dust emissions as the environmental index to assess the changes of the environment quality of Sichuan Province over time, and choose the Per Capita GDP of Sichuan province as the independent variable to create 4 linear model of quadratic functions to compare with the Environment Kuznets Curve so that to empirical study the relationship between the quality of environment and the development of economy of Sichuan Province.In these researches we find out that though the quality of environment of Sichuan Province got worse now and then during 1995 to 2012, the quality of environment improved apparently. Last but not least, we find that these 4 environmental indexes are accord with the Environment Kuznets Curve when analyzing combine those 4 environmental indexes with Per Capita GDP, moreover, and the curve has gone through
