本科生毕业论文（设计） 题目：枞阳县医疗保险制度的现状分析 系 部 经济与管理学院 学科门类 经济学 专 业 经济学 学 号 0806111096 姓 名 余青青 指导教师 李宗才 2012年 5 月 10 日 枞阳县医疗保险问题的现状与研究 摘 要 中共中央及国务院从2003年起开始倡导在农村进行新型农村合作医疗制度的试点,近几年取得了可喜的成绩。新型农村合作医疗试点已经取得了阶段性的成就,目前探讨影响合作医疗可持续发展的问题具有特别重要的现实意义。经济的区域不平衡性发展、农民收入水平的分化以及医疗科技的快速发展和医疗费用的急剧上涨，不仅直接影响到农村医疗的供求，还直接影响着新形势下农村医疗保障的制度构架和持续性发展问题。本文就作为首批试点的枞阳县医疗保险制度进行了了解与研究，分别从枞阳县城镇居民和农村居民角度出发，分析了其实施情况、取得的成效以及其中存在的问题。主要有政府投入不足、资金来源有限以及补报不合理三大问题。并就研究结论对枞阳县医疗保障提出一些改进性的建议，如加大宣传力度、建立健康医疗保险体系、完善监管和投资结构等。以便对其他试点医疗保险制度的分析提供参考借鉴。 关键词：枞阳 医疗保障 现状 成效 问题 ABSTRACT CPC Central Committee and State Council since 2003 to promote the pilot of the new rural cooperative medical system in rural areas, in recent years has made ??gratifying achievements.The new rural cooperative medical care pilot has achieved initial success, to explore sustainable development of cooperative medical issues are particularly important practical significance. Economic imbalances in regional development, the differentiation of the farmers income levels and rapid development of medical technology and healthcare costs, sharp rise, not only directly affects the supply and demand of health care in rural areas, but also a direct impact on the rural medical security system architecture in the new situation and continued sexual development problems.In this paper, as the first pilot Zongyang medical insurance system for the understanding and research, respectively starting from Zongyang urban residents and rural residents angle to analyze the effectiveness of its implementation, achieved as well as the problems. Mainly the lack of government investment, limited financial resources and make a report after an unreasonable three major issues. And conclusions Zongyang medical insurance to some improvements, such as step up publicity efforts, the establishment of health care insurance system, improve the regulatory and investment structure
