残疾人需求的基本状况与对策建议 王世平 张凯英 （山西省残疾人福利基金会，太原市，030006） 摘 要：通过调研我们了解到，随着社会保障、福利、救助措施的落实， 疾人的生存状况有了 明显改善。但是， 疾人贫困面大、贫困程度重的现象依然存在； 疾人优惠保障政策措施 落实不到位； 疾人因病、因祸致 ，因 、因病致贫的现象十分突出；智力 疾儿童受教 育难； 疾人就业扶持、辅助器具配发、假肢装配、生活条件改善、大病救助等方面还存在 不少困难。为此，我们建议，要继续实施好 疾人救助项 目；开展助业活动，为 疾人就业 、创业提供帮助；进一步改善 疾人的生存环境和生活条件；为不同类别的 疾人提供针对 性的帮助；建立特殊病救助基金；建立长效的救助制度和体系；加强安全、优生优育知识的 宣传教育；加强教育引导，丰富 疾人的精神文化生活。 关键词： 疾人；需求状况；针对性帮扶 The Basic Situation and Solutions for Demands of Disabled People Wang Shiping Zhang Kaiying (Shanxi Welfare Fund for the Handicapped, Taiyuan City, 030006) Abstract: We know by investigation that the living conditions of disabled people have improved significantly with the implementation of social security, welfare and assistance measures. However, the large coverage and heavy extent of disabled people’s poverty still exist; the implementation of preferential security policies for disabled people are not in place; the phenomenon that disability of people caused by illness and accidents and then their poverty caused by disability and illness is very prominent; intellectually disabled children have difficult access to education; the employment support, assistance device allotment, artificial limb fitting, improvement of living conditions, serious illness salvages for disabled people all have many difficulties. As a result, we suggest that: continue to implement assistance programs for disabled people; launch job-assistance activities, and provide help for the employment and start- up of disabled people; improve the living environment and conditions of disabled people further; provide pointed help for disabled people of different categories; establish assistance funds for special illness; establish long-term a
