【内容摘要】随着人们生活水平的提高，科学文化素养的增强，旅游者的旅游品位和追求也日渐提升。天水是一座有着悠久历史的旅游资源名城，不仅有着丰富的自然资源，而且有着悠久、灿烂的文化。天水地处中华文明发祥地——渭河流域的中上游，长江和黄河流域的交汇处，是丝绸之路的必经重镇，拥有独特的地理位置、优美的自然景观和丰富独特的人文历史。深厚的人文历史底蕴使得天水形成了以伏羲文化、大地湾文化、秦早期文化、石窟文化和三国文化为代表的五大特色文化。 天水市的旅游资源基础雄厚，有着独特的优势，如何把天水独具特色的旅游资源优势转化成经济优势、产品优势、市场优势，使得天水市旅游产业规模日益壮大，实现稳步增长的态势，是摆在天水市各级管理部门和专家、学者面前的一项重要课题。在对天水旅游资源的历史、重要性、类型进行详细解读的基础上，本研究对天水旅游业存在的主要问题进行了深入分析，发现存在如下问题：政府职能不到位；相关硬件设施较差，基础配套设施不健全；旅游产业机构不合理；旅游发展意识滞后；旅游软环境不佳；旅游发展与环境保护矛盾突出等。在已有研究的基础上，结合天水旅游资源发展的现状和特点，本研究有针对性地从实施政府主导的旅游发展战略；丰富资金引进手段，加快旅游基础服务设施建设；优化旅游产业结构；全面提升旅游发展指导理念；增强服务业整体水平，大力提升旅游软环境；切实保护旅游资源和景区环境等角度出发提出了相应的对策和建议，希望对天水旅游业的发展有所裨益。 关键词：天水 旅游产业 问题 发展 对策 【Abstract】With the improvement of people’s living standards, the enhancement of science and culture, tourists travel grade and the pursuit are increasingly upgrading. Tianshui is a city with a long history of tourism resources in the city, not only is rich in natural resources, but also has a long and splendid culture. Tianshui is located in the upper reaches of Weihe River that is the birthplace of Chinese civilization, the Yangtze River and Yellow River interchange, the Silk Road city of the necessary, has a unique location, beautiful natural landscape and rich and unique cultural history. Deep cultural and historical heritage make Tianshui form the five characteristics of culture that is the representatives of the Fuxi culture, earth bay culture, cave culture and the Three Kingdoms culture. Tianshui has a unique advantage in tourism resources. How to make the Tianshui unique tourism resources into economic advantage, product advantage and market advantage, and grow the size of Tianshui tourism industry, achieve the steady growth, that is an important topic placed in all levels of management and experts and scholars in front of Tianshui.
