服务型政府视域下社会组织公信力研究 摘要 近年来，随着我国服务型政府构建工作的持续推进，社会组织在社会发展 中的作用不断显现出来。与这种情况相对应的是，我国市场经济法制还不健 全，相关制度建设较为缓慢，社会组织在这种环境中存在公信力不足的问题， 这严重影响了社会组织在我国的存在和发展。本研究以服务型政府构建为主体 背景，结合我国社会组织发展实际来探究我国社会组织公信力缺失问题的根 源，同时提出提高我国社会组织公信力的对策和建议。这是社会组织自身发展 的需要，同时也是服务型政府建设的需要。 本文由四个部分组成。第一部分为绪论部分，论述了该研究的主要背景、 研究意义、国内外研究现状以及研究过程中使用的研究方法。第二部分是理论 基础部分，主要论述了相关概念、定义、特征以及内涵，同时介绍了本文在研 究过程中的理论基础，即民主政治建设理论等。第三部分是对我国现阶段社会 组织公信力的实证分析，主要讨论了我国社会组织公信力方面所取得的成就、 公信力缺失的表现以及公信力缺失的原因。最后一部分是对策部分，主要论述 了通过完善制度建设、促进信息公开以及加强同民众沟通来提升社会组织公信 力水平。通过对公信力的研究来促进社会组织的健康持续发展，是社会组织在 我国服务型政府构建的进程中发挥更大作用。 关键词：服务型政府；社会组织；公信力 I Abstract In recent years, as Chinas Service Government continued to promote the work, the role of social organizations in social development continue to emerge. This situation corresponds with that of Chinas market economy legal system is not perfect, slow-building related systems, social organizations lack credibility problems exist in this environment, which seriously affected the social organization in our existence and development. In this study, build service-oriented government as the main background, combined with the actual development of our society organizations to explore the roots of the problem of lack of credibility of social organization, and proposed countermeasures and suggestions to improve the credibility of our social organization. This is the need of social development of the organization itself, but also the need for service-oriented government building. This paper consists of four parts.
