A Study of Intergrated Policymaking Take Proposed Regulation for Under Inflated Vehicle Tires as example 摘 要 众所周知，地球的自然气候具有动态性，它会随着人类活动的影响而产生变化。 而人类发展中所面临的大多数问题都是人类自己的活动所产生的。由于社会问题普 遍具有关联性，所以往往会出现：政府为解决一个社会问题所制定的政策却引发另 一个社会问题的现象。二十世纪生态主义在世界各国的全面推进不仅促成了环境法 律和政策的出台，而且也促成了政府决策和管理方式的一体化变革。一体化决策是 指决策过程的一体化化，它将将生态文明的核心生态理念和价值纳入到决策过程， 与经济、社会方面的价值一起进行综合性的决策。笔者通过给出一体化决策的相关 框架与概念，对于加州所出台的关于轮胎管制的政策进行了一体化决策政策制定的 分析。随后笔者又以一体化决策为大前提，结合之前分析的加州轮胎法案对于北京 市空气污染的治理做了分析并对我国发展一体化决策给出了意见与建议。 关键词：一体化决策,决策制定,空气污染 Abstract As we all know , most of the problems human facing during the development of all human beings are arising from their activities. Because of the relevance among the social issues, one phenomenon always appears: The government policy which is developed to solve a social problem finally caused another social problem. In the twentieth century, The Ecologism in the world not only promote the introduction of environmental laws and policies , but also contributed to the green revolution of government decision-making and management . Intergrated policymaking is a policymaking process refers to all the core values of ecological concepts and ecological civilization ，It contains three aspects: environment, social influence and economic value. The author shows the framework and concepts of intergrated policymaking, and analyze the policy “Take Proposed Regulation for Under Inflated Vehicle Tires as example” which introduced by the Air Resources Board in the California. The writer then combines the analysis of California policymaking process with the air pollution status quo in Beijing to give some comments and suggestions on the contro
