昆明市残疾人机动轮椅车管理规定（Regulations of Kunming Municipality on the management of wheelchairs for disabled persons） Regulations of Kunming Municipality on the management of wheelchairs for disabled persons Regulations of Kunming Municipality on the management of wheelchairs for disabled persons (adopted at the 143rd executive meeting of the Kunming Municipal Peoples Government on November 10, 2009, promulgated by Decree No. ninety-third of the Kunming Municipal Peoples Government on November 23, 2009 and effective as of January 1, 2010) Maintaining the road traffic order, regulate the disabled wheelchair mobility management, promote the disabled to participate in social life, according to the Peoples Republic of China road traffic safety law, road safety regulations in Yunnan province, Kunming road traffic safety regulations and other laws and regulations, with the actual city, the enactment of this provision. Second units or individuals engaged in the operation of motor wheelchairs for disabled persons and their related activities within the administrative area of this Municipality shall comply with these provisions. Third as mentioned in these Provisions refers to the disabled wheelchair motor vehicles, designed specifically for the disabled, all from the upper limb operation, the use of gasoline engine and meet the national standard of driving for the handicapped by driving on the road with a single three wheeled wheelchair. The traffic control department of the fourth city public security organs responsible for the disabled wheelchair motor vehicle traffic safety management and supervision work, specifically responsible for the daily work of traffic management in Wuhua, Panlong, Guandu and Xishan District Four motorized wheelchairs for the disabled; county (city), the daily work of the traffic safety management of public security organs in Dongchuan district traffic management department in charge of the administrative region in the motorized wheelchairs for the disabled
