摘 要 摘 要 新型农村合作医疗制度是实现我国政府提出的“使社会保障体系比较健全”的一项 重大举措，是以政府为主导的供给农村医疗卫生公共服务的基本制度安排和形式。本文 采用理论和实证相结合的方法对新型农村合作医疗制度进行研究。首先从社会保障、公 共服务两个角度剖析了新型农村合作医疗制度理论基础。其次，以新型农村合作医疗制 度内涵、特征为背景，运用问卷调查、个案分析、数据统计等实证方法总结了卢龙县新 型农村合作医疗制度试点工作效果，指出运行中存在的问题。最后提出完善新型农村合 作医疗制度的对策。 关键词 新型农村合作医疗 社会保障 公共服务 农民 I Abstract Abstract The new rural cooperative medical care system in China is a significant measure of “making a fair sound social security system” that the government proposes and a basic system arrangement and form of rural medical public health services that the government leads supplying.The paper uses combination methods of theory with demonstration to research the new rural cooperative medical system. Firstly, I analyze the theoretical bases of new rural cooperative medical system from social security and public service aspets. Secondly, I summarize the experimental effects of lulong county s new rural cooperative medical system and point out the problems in operation, according to the connotations and characteristics of new rural cooperative medical care system for background and applying questionnaire investigation,case analysis, statistics etc demonstration methods. Finally, I propose countermeasures perfecting the new rural cooperative medical system.
