Against the relative theoretical background, the importance and possibility of strategic management in earlier stage of large-scale construction project were analyzed from the point of the entire life cycle and integrated management of construction project. In addition the relationship between strategic management and project management of large-scale project was discussed in this paper. Key Words: large-scale construction project; strategic management; project management; planning of earlier stage; the entire life cycle 0 前言 近几年来由于国民经济的快速发展，我国的建筑业也进入了一个快速发展的时期，新建或者扩建项 目接连地上马。在进入 21 世纪以后，建设项目也出现了一些新的特点，那就是大型建设项目层出不穷， 如南京地铁项目、北京奥运建设项目等。这些项目具有投资大，建设周期长的特点，对国家有着举足轻 重的作用。但是纵观国内的工程项目管理现状，不难发现其中存在着诸多的问题。概括起来主要有以下 几种： （1 ）项目投资严重超标。由于大型项目投资本来就巨大，出现一点问题往往会产生让人难以想象的 损失。 （2 ）项目建成后达不到预期的收益。有些项目在前期未对整个市场环境作周密的分析，导致项目运 营后收益不明显，此外每年则需要花费大量的资源用在维护上面，体现不了项目的价值。 （3 ）项目对周边
