我国医疗机构药事服务费的内涵和收取方式探讨 ＊ # 李 姗 ，杨 悦（沈阳药科大学工商管理学院，沈阳市 110016） 中图分类号 R95 文献标识码 C 文章编号 1001-0408（2011）37-3469-04 摘 要 目的：为我国医疗机构药事服务费的内涵界定和收取提供参考。方法：通过文献法查找世界各国药事服务费相关资料， 并对其药事服务费的内涵和收取方式进行归纳分析，运用比较的方法进行研究。结果与结论：美国和日本的药事服务费都是体现 药师的劳动价值，但前者的药事服务费内涵中还包括药品的管理成本，后者不包括该成本。南非和美国的药事服务费按药品金额 收费，英国按处方数量收费，加拿大按诊次收费，日本按药品品种收费，各种收取方式都存在一定的局限性。我国应建立符合自身 国情的药事服务费制度，明确收取药事服务费的宗旨，确保切断医疗机构与药品之间的利益关系。 关键词 药事服务费；内涵；收取方式；建议 Investigation of Connotation and Way of Payment of Pharmaceutical Service Fee in Medical Institutions in China LI Shan ，YANG Yue （College of Business Administration ，Shenyang Pharmaceutical University ，Shenyang 110016，China ） ABSTRACT OBJECTIVE ：To provide suggestions for connotation definition and payment of pharmaceutical service fee in medi- cal institutions in China. METHODS ：Through reviewing literature of pharmaceutical service fee from other countries ，the connota- tion and way of payment of pharmaceutical service fee were analyzed and summarized and the study was done by comparison study. RESULTS CONCLUSIONS ：America and Japan pharmaceutical services fees are embodied labor value of pharmacists ，the for- mer also includes management costs of medicines. America and South Africa pharmaceutical services fees are charged by the amount of medicines ，United Kingdom pharmaceutical services fee is charged by the amount of prescriptions ，Canada pharmaceuti- cal services fee is charged by the amount of outpatient visiting ，Japan pharmaceutical service fee is charged by the species of medi- cines. All the ways of payment have limitations. We should build a pharmaceutical service fee system of our own which can ensure the purpose of charging pharmaceutical service fee to cut off the link between medical institutions and medicines.
