新时期完善我国房地产市场体系探究 　　摘要： 由于我国住房供给制度不够完善，致使住房供给和需求不匹配。高收入者能够购买多套住房，而低收入者却买不起房，只能借助于住房保障体系解决居住问题。由于国内外多种因素的影响，市场商品房价格不断提高。政府若能积极完善好住房保障体系，便能解决社会中大多数低收入者的住房问题，逐步下降商品住房房价。本文认为，我国房地产市场的主要问题是供给和需求体系的不匹配，社会低收入者住房保障不够完善。故此总结了新时期我国房地产市场发展的新问题，并深入分析了房地产市场体系中的缺陷，提出了完善房地产市场体系的措施和方法。 Abstract： The imperfection of housing supply system in China has led to mismatch of housing supply and demand. The high-income earners can buy many houses， while low-income people can’t afford to buy a house， so they can only rely on housing security system. Due to various influencing factors at home and abroad， the commercial housing prices continue to increase. If the government can actively improve the housing security system， most of the low-income housing problems in the society can be solved， and the commercial housing prices can be lowered gradually. The main problem of China’s real estate market is the mismatch of supply and demand system and the imperfect social low-income housing security. This article summarizes the new problems in the development of the real estate market in China in the new period， and further analyzes the defects in the real estate market system and puts forward the measures and methods to improve the real estate market system. 关键词： 房地产市场；住房保障体系；经济适用房；廉租房；政府 Key words： real estate market；housing security system；economically affordable housing；low-rent house；government 中图分类号：F293.35 文献标识码：A 文章编号：1006-4311（2013）36-0199-02 0 引言 我国自改革开放以来，住房条件有了明显的改善。但由于经济的快速发展，我国房地产市场依旧存在较多问题，商品房市场缺乏竞争机制、信息不对称，我国房地产市场若要快速稳定的发展，必须要加快住房保障体系建设。 1 我国房地产市场体系中的缺陷和问题 1.1 住房保障体系中的缺陷 现阶段，我国已逐步建立起经济适用房、住房公积金、廉租住房形式的城镇住房保障体系。我国建立的住房保障体系没有长远和明确的规划，具体运作存在狭窄保障覆盖面、单一资金来源、住房供应不足和暗箱操作的情况。 1.1.1 公共财政支出比例低 我国只将廉租住房制度归于公共财政资金预算，即便是廉租住房资金来源，也是各地区住房公积金增值收益项目。我国东部经济发达区域的廉租房投入资金超出中西部，西部廉租房资金依靠财政投入，资金来源单一。经济适用房投资比重低，且出现负增长状态。 1.1.2 住房保障手段单一 主要是经济适用房、公积金贷款和廉租房制度，缺乏其他财政、金融、税收方面的保障措施。 1.1.3 保障体系覆盖面窄 住房保障体系应当解决好城镇居民住房问题，但我国政府还未采取合理方式实现住有所居目标。我国有许多城市政府不够重视社会住房保障的建设，廉租房制度尚未推行。我国经济适用房价格高，廉
