万方数据 The Study of American Universty Faculty’s Online Education Ability Development Lu Min Northwest Normal University May, 2014 万方数据 万方数据 万方数据 摘要 美国网络高等教育处于世界领先地位，与其高校教师网络教学能力发展的合 理性密不可分。本文通过文献法和比较法来研究美国高校教师网络教学能力发展 内容、发展方式和发展保障，与我国高校教师网络教学能力发展现状相比，找出 可借鉴的方面。 美国高校教师网络教学能力发展内容系统完善。包括计划的能力、帮助学生 做好准备的能力、精心组织课程的能力、运用先进技术的能力、加强互动的能力、 合理评价的能力这六方面；这六种能力之间相互联系，遵循循序渐进的原则。 美国高校教师网络教学能力发展方式灵活合理。根据不同的标准有不同的划 分，根据发展形式不同，分为研讨班、教师会议、导师指导、网络论坛；根据发 展平台不同，分为网络形式、面对面形式和混合形式；根据是否和其他机构合作， 分为自主发展形式和合作发展形式；根据发展对象的不同，分为兼职教师的发展 和所有教师的发展；不同的网络高等教育机构和不同的教师可以选择不同的发展 方式。 美国高校教师网络教学能力发展保障全面可靠。由政府、校外机构和高校三 方面组成，政府采取颁布网络资源合理使用法案、出台网络教学质量标准、财政 支持和授权认证机构的保障方式，起到宏观导向的作用，校外机构采取从调查研 究中找到网络教学规律、提供教师和管理者发展项目、颁发奖项和资格认证的保 障方式，起到中观协调的作用；高校采取使网络教学过程规范化、政策改革有章 可循、面试内容标准化、技术支持、制定模板课、完善教师监督系统、薪酬和奖 励制度合理化、教师网络教学资格认证的保障方式，起到微观实施的作用。 我国网络高等教育虽然取得了很大的发展，但是高校教师网络教学能力发展 仍然存在很多问题。因此，我国高校教师网络教学能力发展要借鉴美国，使高校 教师网络教学能力发展内容系统完善，发展方式灵活合理，发展保障全面可靠。 关键词：美国；高校教师；网络教学能力 I 万方数据 ABSTRACT The leading position of American higher online education in the world is inseparable with the rationality of faculty’s online teaching ability development.
