干旱区论文：干旱区新型工业化发展问题研究 【中文摘要】全世界干旱区和半干旱区面积占全球陆地面积的32.1%。占全国总面积的47%。干旱区经济的发展直接关系到我国经济的发展。如何更快更好的发展干旱区经济是摆在我们面前的一个严峻的问题。从党的十六大报告提出新型工业化概念至今,新型工业化吸引了大量的学者研究分析。随着对新型工业化研究的不断深入,各个地区新型工业化发展的进程也成为工业化研究的一个焦点。干旱区经济发展当然也不能落后于全国经济发展的大环境。本文以干旱区新型工业化发展为研究对象,以分析干旱区新型工业化为核心,全面阐述工业化、新型工业化理论基础上,对干旱区经济特征进行了分析,对干旱区内涵进行了剖析。本文以吐鲁番地区新型工业化为切入点,根据相应的区域经济发展理论和区域经济分析方法,对研究区的新型工业化发展提出了相应的对策和建议。本文主要结论如下:(1)新型工业化是以先进的信息技术改造、提升传统产业,以信息化带动工业化,以工业化促进信息化。新型工业化是以可持续发展战略为基础,基于我国人均资源短缺、生态脆弱和环境污染严重的现实,建立一种善待地球的可持续发展的工业化模式,充分考虑自然界的生态承载和净化能力,提高工业化的科技含量,降低资源消耗和环境污染,做到工业化发展与人、资源、生态环境的和谐,实现新型工业化战略与可持续发展战略的良性互动。干旱区发展新型工业化道路更是要秉承新型工业化路线,从自身资源环境承载力出发,结合新型工业化特点,扬长避短,将现实性和长远性结合起来,一般性和特殊相结合,走出自身特色。(2)本文结合吐鲁番地区,通过相应的数学分析方法和当地的政策优势和区域特色,选择出了相应的重点产业,坚持从实际出发,走新型工业化道路。(3)吐鲁番地区发展新型工业化道路,要走信息化带动工业化发展战略,加快技术改造和引进高科技,走绿色开发道路,优化配置水资源,加强生态环境保护,推广清洁生产,发展循环经济,坚持可持续发展。吐鲁番地区应优化整体产业结构,加强资源整合,努力延伸产业链,深入实施人才强区战略,增强智力保障,积极争取政策支持,加大政策扶持力度,加大重点产业的支持力度。 【英文摘要】Arid areas is a global problem, the world arid and semi-arid area accounted for 32.1% of the global land area.Accounting for 47% of the total area.
