农民制度内环境维权困境分析——基于CGSS2013的实证研究 王春霞 河海大学公共管理学院 X 关注成功！ 加关注后您将方便地在 我的关注中得到本文献的被引频次变化的通知！ 新浪微博 腾讯微博 人人网 开心网 豆瓣网 网易微博 摘????要： 从农民个体层面、农民与社会关系层面、农民与政府关系层面3个维度分析了农民采取制度内环境维权的行为逻辑, 以2013年中国社会综合调查 (CGSS 2013) 的农村居民为样本, 采用Ologit计量模型分析了农民个体环境关注度、农民社会资本、农民对政府环境作为的评价对农民是否采取制度内环境维权行为的影响。结果表明: (1) 农民个体环境关注度、横向社会关系资本、党员身份、政府环境作为的期望和评价对农民制度内环境维权影响显著; (2) 性别、受教育程度和个人收入等个体特征对环境关注度影响显著。鉴于此, 提出了加强中央政府环境维权法制建设、加强环境维权普法宣传、增强农民政治参与、提高地方政府治理能力等政策建议。 关键词： 环境维权; 农民; 社会资本; 政府; CGSS; 作者简介：王春霞 (1993—) , 山东济南人, 硕士研究生, 主要从事水利行政管理、政策创新与公共治理方面研究。 收稿日期：2017-08-22 Analysis of Environmental Rights Protection Dilemma in Farmers System: An Empirical Study Based on CGSS2013 WANG Chun-xia School of Public Administration, Hohai University; Abstract： This paper analyzed the behavioral logic of farmers environmental rights protection in three dimensions: the individual of farmers, the relationship between farmer and society, and the relationship between farmer and the government. Taking the rural residents of “Chinese Society Comprehensive Inquiry in 2013” ( CGSS2013) as the samples, the author analyzed the influences of farmer individual environment attention, farmers social capital, and farmers evaluation of the governments environmental deeds on the environmental rights protection behavior of farmers by using Ologit econometrical model. The results showed that: ( 1) The individual attention to environment, horizontal social relation capital, and party membership of farmers, as well as the farmers evaluation of the governments environmental deeds had significant influences on the environmental rights protection behavior of farmers; ( 2) The individual features of farmers such as gender, educated degree, and personal income had significant impacts on their attention to the environment.
