The weather situation is a huge threat to road traffic safety and has become the biggest non-human factor that threatens road safety operation. Adverse weather conditions on people, cars, roads composed of road traffic system has a considerable impact, there are many hidden dangers of traffic accidents, and even lead to major traffic accidents. It is very important to establish the early warning system of road traffic weather environment by means of traffic information technology to enhance the safety warning of traffic participants. Through the meteorological monitoring of several major roads in Dalian, the article establishes the early warning system of road traffic meteorological monitoring, which greatly reduces the probability of traffic accidents in bad weather. Keyword： Geographic Information System; road traffic; meteorological monitoring and early warning; Received： 2017-07-17 一、引言 道路交通安全是交通管理的终极目标, 雨雪等天气条件影响着道路出行者的安全, 成为国家经济建设和发展的很大障碍。建立道路交通气象GIS系统变得非常必要, 系统能够对道路的气象环境进行分析查询, 并可以对历史时段天气情况形成历史曲线, 可以及时了解出行者目的区域的天气情况, 并提前采取及时应对对策, 尽量减少道路交通事故。本研究是道路交通与气象相结合的GIS平台, 要求道路运输部门和气象部门合作提供相关数据, 系统功能向出行者免费开放, 使出行公众及时了解道路交通的天气情况。 二、当前道路交通气象预警研究的现状分析 (一) 国内研究现状 国内当前对城市道路交通气象的研究仍处在起步阶段, 道路交通气象方面的研究仍旧比较少, 与发达国家相比还有很大差距, 有关恶劣气象条件对城市道路交通安全
