PAGE 22 西部大开发的绩效分析：1999-2003 姜沙沙 摘 要 西部大开发战略实施五年来，西部大开发取得了初步的成效。西部地区经济社会取得迅速发展，国内生产总值、工业产值、城乡居民收入都有较快的增长，而且基础设施建设以及生态环境都有明显改善。但西部的发展仍然落后于东部，东西部差距非但没有缩小，反而继续扩大。这主要是由于西部地区改革滞后、民间投资与外商投资不足、人才匮乏、思想观念落后等因素造成的。因此，国家应该不断调整并完善相关的政策措施， 深化改革，加快西部地区制度创新的步伐，重视教育事业的发展及人才培养，调整东西部的产业分工格局，促进西部地区产业结构调整，使西部大开发始终运行在良性发展的轨道上。 关键词：西部大开发；GDP；工业产值；外商直接投资额；居民收入Analysis on Performance of the Development of Western Regions:1999-2003 Abstract The Development of Western Regions strategy implementaed over the past five years, development of western regions make preliminary effect. The western regional economy and society makes a great progress. The gross domestic product , value of industrial output , urban and rural residents in the western region income all have faster growth, and infrastructure construction and ecological environment are all obviously improved. But western development still lags behind the east, the disparity of the western and eastern has not not only shrunk , continue expanding instead. This is mainly because of the reform of the western region lagged behind, non-governmental investment and foreign businessman under-capitalized, such factors as talents shortage , concept lag behind caused. So, the country should adjust and perfect relevant policies and measures constantly , deepen reform, accelerate the paces of system innovation of the western region, pay attention to development of educational undertaking and personnel training, the pattern that the industry of adjusting the western and eastern divides the work, promote the industrial structure adjustment of the western region , make the development of western regions operate on the track of benign development all the time.
