Title of Thesis: Public Sector I.T. Procurement and Implementation Project Performance, in the United Kingdom: A Focus on the National Health Service. Purposes of the Study: To develop a criteria for evaluating the performance of I.T. projects in the context of the U.K. public sector; To evaluate the performance of I.T. projects using the criteria identified, and to determine the critical factors that have contributed to successful and failed I.T. implementation projects; To develop a conceptual framework to attempt to identify ex ante the processes to be undertaken in order to avoid unsatisfactory performance in, or failure of, U.K. public sector projects. Introduction: The thesis will develop an analysis and understanding of those factors which will determine prima facie ‘poor’ performance in delivering public sector computer projects. Whilst it will take account of the issues as they relate to all areas of the U.K. National Health Service, during a 3 years period from 1990 to 1993. This was a period during which many new computer systems were introduced to cope with the general trust of government policy as manifested by the National Health Service and Community Care Act 1990. The study will assess the nature and extent to which the performance of computer project delivery is related not so much to the capabilities and reliability of the technology, but rather the historical, cultural, political, ethical, managerial, legislative, and legal background (and changes) against which those computer systems are being procured and implemented. It is often argued that Information Technology (I.T.) may make a substantial contribution to increasing the efficiency of public sector organisations; just as it has been said to have done in the private sector. This contention appears to have been accepted by recent United Kingdom (U.K.) governments who have, over recent years, funded increasing investment in public sector I.T. in a quest for improved public sector efficiency.
