精品论文 参考文献 论火电企业综合计划管理 范蕊FAN Rui（中国神华能源股份有限公司国华电力分公司，北京100025）（China Shenhua Energy Company Limited Guohua Electric Power Branch，Beijing 100025，China） 　　摘要院火力发电企业实施综合计划管理，将战略规划和具体实施计划联系成一个有序、有继承性的协调整体，注重整体资源的最佳配置和过程管理，使管理目标集中，并能有效规避风险。它使火电企业的经营发展方向稳定，决策上能够连续，确保企业经营战略目标的最终实现，对于火力发电企业的经营发展起到十分重要的作用。本文首先介绍了我国火力发电厂在国家进行电力体制改革后的发展情况和内部的职能划分情况，具体分析了现行的火力发电厂的计划管理模式及存在问题，在此基础上探讨了火力发电企业采用综合计划管理的模式，将企业的市场预测、综合计划、全面预算、综合统计与经济活动分析相结合，形成“四位一体”的综合计划管理模型框架。然后将框架结构运用到火力发电企业的具体生产经营过程中，设置综合计划流程图，并提出火电企业实施综合计划管理模式所需要的条件。 　　Abstract院The thermal power enterprises implement integrated planning management, combine the strategic plan and implementationplan into an orderly, hierarchical coordination group, pay attention to the best allocation and process management of the whole resources,centralize the management objectives, avoid risks effectively, stabilize the operation and development direction of thermal power enterprises,and enable continuous decision-making to ensure the final implementation of business strategy goals of the enterprises, which plays a veryimportant role for the business development of thermal power enterprises. This paper firstly introduces the development situation andinternal function division of the thermal power plant after the electric power system reform in China, and analyses the problems existing inthe planning management mode of thermal power plant in detail, and on this basis, the integrated planning management mode used inthermal power enterprise is discussed, and combined with the analysis of the market prediction, integrated plans, comprehensive budget,integrated statistics and economic activities, four-in-one integrated planning management model framework is formed, and then thisarticle applies the frame structures into the specific process of production and management of thermal power plant, sets up comprehensiveplanning flowchart, and puts forward the conditions needed to implement integrated planning management model of thermal power enterprises.关键词院
