中文摘要 社区是现代城市的基础，随着经济和社会的发展，社区与人们的生活也 有着越来越密切的联系，社区建设在社会中的作用也越来越重要。而社区 服务作为社区建设的一项重要内容，是体现社区建设成效的一个必不可少 的方面。 社区服务起源于西方国家，是为了解决向现代社会变迁中产生 的社会问题应运而生的，是近代工业化、城市化的产物。从 1986 年民政 部首先提出社区服务概念至今，我国的社区服务已经走过了20 多个年头， 得到了长足的发展，并且取得了很多成功的经验。 笔者选取了 1999 年被民政部列为全国 26 个城市社区建设实验区之一 的合肥市蜀山区（原合肥市西市区）作为研究对象，具有一定的典型意义。 蜀山区的社区服务在组织建设、制度建设、队伍建设和服务设施建设上， 取得了一定成效，形成了一套较为完善的社区服务体系，先后 2 次获得“全 国社区服务示范区”称号，是合肥市，乃至安徽省社区服务建设的优秀城 区。 本文对蜀山区的社区服务工作进行了一个全面系统的梳理。通过对资 料的观察、整理和分析，在对合肥市蜀山区社区服务工作的整体认知的基 础上，对蜀山区社区服务工作存在的问题进行了分析，并结合蜀山区自身 的特点，对其未来的发展方向提出了几点意见和建议。 笔者认为，对合肥市蜀山区社区服务的研究，不仅能够对蜀山区自身 的社区服务工作有一个全面的把握和推进，对于合肥市以及省内的其他城 区的社区服务工作也可以起到一个很好的模范带头作用。好的经验的推广 可以带动全省社区服务工作的稳步发展。 关键词 ：社区，社区建设，社区服务 I Abstract Community is the basic element of modern city. With the development of economic and society, community has the more and more relationship with the peoples life, building the community play the more and more important function in the society. The service of the community is the key factor of the building community, which can reflect the development of building community. the community service which stems from the Western, in order to solve social problems caused by social shifts, is a product of modern industrialization and urbanization. From 1986 the Ministry of Civil Affairs proposal the concept of community service, till now, twenty years have passed. During this two decades, the community service has made huge improvement and experiences of many aspects.
