加工贸易转型论文：加工贸易转型中海关监管模式的转型研究 【中文摘要】随着经济全球化的发展,国际分工不断深化,我国的加工贸易已经取得了长足的发展。海关作为我国加工贸易监管的国家机关之一,承担维护贸易秩序,促进对外经济持续稳定协调发展的重要任务,并在过去的30多年里建立了一套较为系统完整的加工贸易监管机制。但是,由于加工贸易自身的转型,现行的的监管模式越来越难以适应加工贸易转型的需要,现行的管理格局引发的实际监管中的诸多盲点越来越突出,监管的风险和难度也越来越大。如何适应加工贸易转型的新形势新要求,切实履行国家赋予海关的职责,已经成为摆在海关面前的一个刻不容缓的课题。本文将依据公共管理学、行政管理学等多学科的相关理论和基本知识来开展相关研究；就海关加工贸易监管的现状、存在的问题、形成的原因及其影响等方面进行深入分析：进一步探讨海关监管模式如何转型、促进加工贸易转型的有效途径和办法,为海关决策提供有益参考。海关要做好促进加工贸易转型及其监管工作,积极、有效、允分、合理地发挥综合协调的整体效能,实现制度创新和手段创新,形成促进与监管的整体合力,促进中国贸易结构的转型。 【英文摘要】With the development of economic globalization and deepening of international division, China抯 improvement trade has made great progress. Customs supervision, as one of the national regulatory authorities, is responsible for maintaining trade order and promoting the lasting and coordinated development of foreign economics. In the past thirty years there has established a relatively complete system of improvement trade regulatory mechanisms. However, due to the transformation of the improvement trade itself, the existing regulatory model is found more and more difficulty to adapt to the needs of transformation of improvement trade. Many blind spots caused by the actual supervision of the current management structure are more and more prominent, so do the regulatory risks. How to adapt to the new improvement trade situation and new requirements, so as for effective implementation of the customs duties entrusted by the nation, has become a priority problem in faced with customs.Based on related theory and basic knowledge of public management, administrative management and other disciplines, this paper is aimed at analysis of status, problems, causes and impact of customs and further exploration effective way of the transformation of customs supervision, so as to provide useful reference for the customs decision.
