Innovation and entrepreneurship education institution should be characterized by four functions: teaching，academic, practice and service, and these four functions share a relationship of co-contribution and co-existence. Teaching is the basic function, practice is the key function, academic is the guarantee function and service is to extend the whole function of the institution. The fulfill of the four different functions will form an inside elements circulation, thus EAPS-innovation and entrepreneurship education ecosystem based on universities will be constructed. Keyword： Innovation and entrepreneurship education institutions; Function defining; Education ecosystem; Received： 2017-09-04 伴随创新创业教育改革进程的不断深入，我国各类高校纷纷涌现出名A繁多的 与创新创业相关的机构，如大学生创业园、大学生创业科技园、创业基地、孵化 中心、创客空间、众创空间、创业苗圃、创业俱乐部……这些“创类机构”致力 于介入、协调、指导和帮扶大学生的创新创业活动，对推进高校创新创业教育起 到了一定作用，但还存在诸多问题。如部分高校的创新创业教育机构属于相关职 能部门下的“虚化”机构，没有配备专职人员与独立预算;有的高校虽设立丫独 立的创新创业教育机构，但功能定位模糊，团委、学生处、教务处、就业指导中 心等部门“多管齐下”，缺乏系统性与协同性，造成资源浪费，导致创新创业 教育点状化、碎片化。 2012年，教育部在《全国普通高等学
