加强土壤污染防治资金和工程项目管理 的建议 孙宁朱文会孙添伟司绍诚 环境保护部环境规划院 文章首先分析了屮央财政土壤污染防治专项资金的性质，结合资金管理办法进 一步阐明了资金使用范围、资金分配方式、绩效导向和信息公开要求。分析了部 分省份开展的土壤污染防治工程项目、资金管理制度建设的现状和获得2016年 第一批土壤污染防治专项资金支持项目的情况，对比指出了在支持重点、支持方 式上的不同特点。基于主要问题，从加强土壤污染防治项B储备库建设、开展项 目与资金规范管理的制度建设、明确不同对象的组织管理职责、重视咨询服务队 伍和专家队伍建设等四个方而，阐述了加强土壤污染防治项目组织和资金管理 的建议，为和关环境管理部门提供决策参考。 关键词： 土壤污染防治专项资金;土壤污染防治;项目管理;资金管理; 研究方向：固体废物、重金属和土壤污 染防治与管理。sunning@caep. org. 基金：2016年财政预算项B “重金属污染防治政策研究”基金资助 Recommendations for Strengthening Fund Management and Engineering Project Organization of Soil Pollution Prevention and Control Sun Ning Zhu Wenhui Sun Tianwei Si Shaocheng Chinese Academy for Environmental Planning，MEP; Abstract： Tn this study, the properties of the central financial funds for soil pollution prevention and control projects were analyzed, and the scope of fund application， mode of fund allocation, and the requirements of performance orientation and information disclosure were explained on the basis of the fund management procedures. Current status of the construction of soil pollution prevention and control projects and fund management systems in some provinces was analyzed. The first batch of soil pollution and prevention projects supported by the special funds in 2016 in typical provinces were also analyzed and compared to explore trends and distinguish characteristics in fund support focus and fund measures. Based on the key issues，recommendations for strengthening the organization and fund management of soil pollution prevention and control projects from the perspectives of enhancing projects inventory establishment, building up projects and fund standardized management mechanism, clarifying managing responsibilities of different subjects, and emphasizing the buildup of consultation service and expert team, providing reference for decision making by relevant environmental management administrations.
