《论安全生产管理薄弱背后的问题》 ——央企开展管理提升活动应关注的细节 卫懋勋 摘要： 国资委确定把包括安全生产管理等中央企业经营管理中普遍存在的一些共性问题，作为管理提升的重点。安全生产薄弱环节和突出问题背后存在的状况必需关注。 第一、安全管理、科技人员严重不足、科技支撑保障不力。 第二、认识安全工作特点，保障基层安全管理人员权益。 第三、切实改变口号响而实际基层安全管理无地位的现状。 虽然一批中央企业已经进入世界500强，但与世界一流企业相比，不仅在规模、装备、技术等硬实力方面存在差距，在管理、品牌、人才等软实力方面差距更大。 只有充分认识包括安全生产管理提升对于培育世界一流企业的重要性和紧迫性，关注基层安全生产管理人员的权益，才能夯实发展基础，增强企业核心竞争力。 关键词：认识薄弱问题、关注基层安全管理人员、提升管理细节 《Problems behind the weakness of safety work management 》 --Details of management improvement activities that central enterprises should concerned on WEI MAOXUN，SUMEC GROUP CORPORATIO Abstract: State-owned Assets Supervision and Administration Commission has decided to put problems that commonly existed in the central enterprises like safety work management as the key point of management improvement. Weakness in the safety work and the situations behind the safety issues are needed to pay attention to. Firstly lack of human resources in safety management and technology, and short of technology support. Next understand the feature of safety work, safeguard rights of the basic level safety managers. Finally, change the disadvantaged position of the safety management in the basic level. Some of our central enterprises have entered the worlds top 500 enterprises group, but compare to the top enterprises, there are gaps in the respect of hard wares like scales, equipments and technology, and also some soft wares like management, brand development and human resources. The only way to strengthen the development, enhance the core competence of our enterprises is to fully understand the importance and urgency of the working safety management improvement to the top enterprises, focus on the rights of the safety managers working in the basic level.
