学校代码：10128 学 号： 摘 要 铁路作为国民经济的大动脉，在国家的经济建设中起着举足轻重的作用。但是一些铁路企业人力资源开发与管理传统化，已不适应市场经济的发展要求，同时也制约了铁路企业的进一步发展。新世纪铁路企业要从战略的高度对待人力资源开发与利用，真正使人力资源在企业中起到巨大的支持和推动作用。究竟在铁路企业中存在着多少人力资源问题，又该做出怎样的对策？本文主要针对这两个问题进行分析研究。 首先从理论上明确人力资源管理的范畴及内容，重点讨论人力资源管理与人事管理的差异；接着对铁路企业人力资源现状作整体性描述，总结出总的发展状况，以及在发展中出现的主要问题，继而引出其对铁路企业发展的不良影响；在此基础之上，从管理的角度分析了铁路企业在人力资源管理中存在的问题，并提出解决问题的对策；最后以集通铁路白旗机务段人力资源管理作为案例，进行具体的分析，对目前人力资源管理中存在的问题提出实际的、有针对性的改进建议。 关键词：人力资源；人力资源管理；机务段 Abstract Railroad plays an important part in national economic construction as main artery to the country economic. However, several railroad corporations have formed traditional in the exploitation and management of Human Resource. It has not adjusted the query of development in market economic already. Meanwhile, it restricted the farther development of railroad corporations. In new century, railroad corporations should treat exploitation and using of Human Resources from the strategic altitude. And really makes the Human Resource much more powerful in enterprises. There are on earth how many Human Resource problems in enterprise and to do what countermeasures are the two problems analyzed in this article. First of all, confirm the category and the content of Human Resource Management in theory. I mainly discuss the differences between the Human Resource Management and person management. Then I describe the status in railroad Human Resource Management wholly, after summarizing the status and the main problem of the development, I elicits the bad influence in the railroad development. And brings up the countermeasures in solving the problems. Finally, I use Human Resource Management of the segment of Baiqi in JiTong Railroad as a case to analyze specifically. Bring foreword actual and pertinence suggestion of improvement towards the problems exist in Human Resource Management.
