China, 100872 Abstract Through studying two cases of e-government maintenance outsourcing, this paper analyses the background, motivation, vendor selection, and management mechanism of e-government maintenance outsourcing. We find that the e-government maintenance outsourcing market in China is in the infant period now, and there are many problems. These problems include customers’ lack of maintenance outsourcing management experience, immaturity of outsourcing service market, small outsourcing vendors scale, low service quality, and short duration of outsourcing contracts, etc. Key words e-government, outsourcing, IT outsourcing, maintenance outsourcing, case study 1 Introduction E-government maintenance outsourcing is a hot issue now. In recent years Chinese e-government develops very rapidly. By the end of June 2006, the websites of all kinds of Chinese governments amount to 11,978(CNNIC, 2006). E-government programs are at the stage of transforming from infrastructure construction to applications development, and the requirements on running, maintenance, and management of e-government system is much more urgent. Considering the factors of cost, technology and human resource related to core business, e-government maintenance outsourcing has become a development trend. Through studying on two cases about e-government maintenance outsourcing, this paper analyses the background, motivation, vendor selection management mechanism and existing problems of e-government maintenance outsourcing in China. 2 Theoretic Frame IT outsourcing, the process of turning over part or all of an organizations’ IT functions to external service provider(s), is done to acquire economic, technological, and strategic advantages (Lee, Huynh, Chi-wa, Pi, 2000).
