Electronic Delivery System: A Case of Local Governments in India 1.Manoj Dixit( 2.V Venkatakrishnan( Public Administration Development Management, Addis Ababa University,Addis Ababa, Ethiopia Abstract There is a growing recognition of the newer and wider possibilities that technology presents before the society in the modern times. Information Technology together with Communication Technologies has brought about unprecedented changes in the way people communicate, conduct business, pleasure and social interactions. Key words information technology, communication technologies 1 Introduction Governments world over have started behaving somewhat differently in delivering information and services to the citizens. We are seeing the evolution of new forms of technologies and imaginative forms of applications of the new and older technologies for making the lives of the people better and more comfortable in several ways. There is even greater realization that instead of a single-track technology, lateral integration of technologies can deliver startling results and the world seems to be moving towards such converged systems. E-governance is beyond the scope of e-government. While e-government is defined as a mere delivery of government services and information to the public using electronic means, e-governance allows direct participation of constituents in government activities. Blake Harris summarizes the e-governance as the following; E-governance is not just about government web site and e-mail. It is not just about service delivery over the Internet. It is not just about digital access to government information or electronic payments. It will change how citizens relate to governments as much as it changes how citizens relate to each other. It will bring forth new concepts of citizenship, both in terms of needs and responsibilities.
