數位傳播全球化策略之探討 — 以韓國文化產業為例 林子強* 《摘要》 本研究主旨在於探討韓國文化產業數位傳播全球化之策略，研究結果歸納出韓 國文化產業全球化成功的關鍵因素有三：一是文化的典範轉移與擴散，韓國透過 「蛙 跳模式」(leapfrogging model) ，依循美國與日本的成功發展經驗並加以創新，將全球 化的威脅轉化為助力。二是技術創新與傳佈，韓國深知科技是將文化擴散的最佳媒 介，因此致力於科技發展來進行文化的創新傳佈。三是政府的保護與開放政策，韓 國政府一方面保護國內文化產業的成長，另一方面則透過開放的措施刺激產業的發 展，以及取得海外行銷的機會。 從韓國文化產業發展的經驗中，值得台灣借鏡的地方有三：在政策規劃上，台 灣同樣可以學習國外的成功典範並加以創新，可減少錯誤與摸索的時間。在產業結 構上，重視文化產業的發展及就業機會要作為國家的策略性議題。在科技創新方面， 如何藉由科技創新來帶動文化產業的發展，將是未來國家競爭力的重要指標。 關鍵詞：數位傳播與全球化、文化全球化、文化創意產業 _______________________ *作者林子強現為大漢技術學院國際貿易系講師，E-mail ：smwu@.tw 。 25 The Globalization Strategy of Digital Communication in South Korean Cultural Industries ABSTRACT This study intends to explore the globalization strategy of digital communication in South Korean cultural industries and has found following key success factors: first, it is the cultural paradigm transfer and diffusion. South Korea has learned from the success experience of USA and Japan by the method called the leapfrogging model and made a diffusion of innovation turning the threat of globalization into opportunity. Second, it is the technology innovation and diffusion. South Korea has known the best media of cultural diffusion is the technology. Therefore South Korea has put efforts into developing technology to lead the diffusion of culture. Third, it is about the government policy. On the one hand, South Korean government sets protecting policy to help the cultural industries, on the other hand, government also promoted the output of cultural industries overseas.
