Analyst: Oil prices may drop after reform Many Chinese car owners are concerned that a fuel tax reform(燃油税改革) likely to be implemented next month may mean higher pump prices. Fuel tax reform was first proposed in 1994, but has been delayed amid concerns that fuel price rises would put too much pressure on heavy oil consumers. But some analysts predict oil prices in China are actually likely to drop after the fuel tax is introduced. Recent news reports of China‘s plan to impose(征收) a fuel tax have sparked(引发) widespread speculation over the cost of fuel after the reforms are implemented. Sun Gang is a tax policy researcher. He believes oil prices will drop after fuel tax reform begins in China. Sun Gang, Researcher of Tax Policy Department of Ministry of Finance(财政部税收政策研究所) said “The current oil prices and fuel tax rate may be adjusted simultaneously. Oil prices will plunge(骤跌) after reform of the price of refined oil(成品油). On the other hand, fuel tax will no doubt drive up oil prices. But I think, as a result of the combination of the two factors, current oil prices will drop after the reform, to a level that ordinary people are able to accept. Sun says Chinas proposed fuel tax is different from that in western countries. He says the fuel tax would replace(取代) current road tolls and other fees imposed on drivers. Some European countries include fuel tax as part of consumption tax. And they set the tax rate at about 60 percent of retail oil prices. He believes that if the Chinese government imposed such a high fuel tax rate, most car owners would no longer be able to afford to drive.
