项目质量管理中的质量策划及其实施研究摘要经济的发展、社会的进步、科技的创新将人类社会的生产方式从以工厂为中 心的批量作业方式转变为以顾客为中心的细分化、个性化的项目方式，从此，项 目管理应运而生。而 21 世纪又是质量的世纪。基于上述背景，本文主要抓住“项 目管理是围绕质量、进度、成本，并在跨职能部门的共同合作下完成管理项目的 工作”这一中心思想，透彻阐释质量管理的内涵和外延，将传统的批量生产质量 管理与项目质量管理作异同分析，较为全面地揭示了项目质量管理中跨职能部门 合作的组织形式以及质量策划的主导地位。具体地说，以先期质量策划为出发点， 设定“零缺陷”质量目标管理，实施精益生产方式，以及建立及时供货（JIT） 模式下快速响应机制。使得项目质量有了更加有力的保障。三者的有机结合可以 使项目质量管理迈上一个新的台阶。本文的创新之处在于比较批量生产质量管理和项目质量管理的优缺点，采用 全面质量管理的模式展示了新时期新形势下项目质量管理的理论策略和具体实 施方式，指出了项目质量管理现存的一些问题，希望对各企业类似项目有一定的 借鉴意义。关键词：质量管理批量管理 零缺陷 快速响应STUDY ON QUALITY PLANNING AND APPLICAITION IN PROJECT QUALITY MANAGEMENTABSTRACTThe mode of production is changing from factory-centered batch production to customer-centered production which is more detailed and personal. The quality management emerged since then. This study will focus on the concept of project management which is to fulfill the job in terms of quality, schedule, cost and cooperation between different functional departments. Also, both intension and extension of quality management will be elaborated by comparing the traditional quality management of batch production with project quality management. In this way, the leading role of trans-department cooperation and quality planning when it comes to project quality management. Specifically, the rational use of various quality management tools can ensure a good project quality based on advanced quality planning, those tools include “zero defect” management, exquisite craft and rapid-response mechanism under JIT. The quality management can move forward on the condition that those three tools can be linked up in a good way.The innovation of this study lies in three aspects: the comparison of quality management of both batch production and project, the presentation of both theory and implementing methods on the basis of a model of thorough quality management, and the clarification of some problems of the current project quality management. All of above will be discussed in this study with the aim of offering suggestions
