我国利用外资的新特点及对策 摘 要 我国近年来利用外资的成效十分显著，已经形成了全方位利用外资 的新格局，随着外资的大规模流入，我国利用外资出现了一系列新的特 点，这些特点在对我国经济增长发挥积极作用的同时,我们也应该高度 关注它带来的负面影响。本文通过对我国利用外资的历史、方式及新特 点的介绍，重点分析我国利用外资新特点的成因及对我国的影响，进而 提出中国应对这些新特点应采取的措施。在针对新特点所提出的措施 上，主要提出了三大方面：第一，优化外资来源结构，鼓励外资在华投 资高科技产业和设立研发中心。第二，要在区域和结构上加强招商引资。 第三，继续修身，不断完善国内投资环境：改善我国的生态环境；发展 国内经济，保持经济持续稳定发展，完善基础设施建设；加强社会文教 建设，提高公民的科学文化素质；健全法制、优化法制环境，加强对外 资的选择、监管。我们在积极准备迎接外资大规模进入的同时,应加大 对外资流入结构和方向的引导,积极应对外资大规模流入带来的挑战， 这样才有利于我国更好的利用外资，更好的适应现代经济潮流，使我国 利用外资的总体质量在上一个新台阶。 关键词 外资；新特点；对策 I ABSTRACT In recent years, the effectiveness of using foreign capital in China is very significant, has formed a new pattern of foreign investment round, with the massive inflow of foreign capital, foreign investment in China has formed a series of new features, which is in the play a positive role in Chinas economic growth.At the same time, we should highly concern about the negative effects of it. Based on the introduction of the history of Chinas use of foreign capital, methods and new features, the focus of analysis of the causes of new features of foreign investment and the impact on China, then proposed measures should be taken. In the proposed measures for the new features, put forward three main aspects : first, optimizing the structure of foreign capital sources and encourage foreign investment in China high-tech industries and R D centers.
