AbstractSince China began to carry out the Reform and Opening Outside Policy, as the Northeast Old Industrial Base, Heilongjiang Province had made a certain achievement in utilizing the Foreign Direct Investment (hereafter called “FDI”) to accelerate the economic development, but comparing with the developed provinces along China eastern coast, there are still more to improve. Heilongjiang Province is facing an important and exigent issue of how to utilize the FDI to accelerate development, from the point of view of Revitalizing the Old Industrial Base, to expedite the further Opening Outside Strategy in the whole province; how to catch the opportunity from the practice, to strengthen the FDI, to construct a new platform for development, to adjust and optimize industry structure, to retain the sustained, rapid and healthy development in the whole province.At first, this article define the concept of the FDI, state its significance to economic development, then conclude and summarize the current situation and feature of FDI in Heilongjiang Province, point out the current existing problem: the total FDI scale is smaller than that in the developed provinces; the structure of FDI is not reasonable, weak adjusting role on the industry structure; FDI source countries and area are limited; the administration of investment promotion and foreign enterprises need to be improved; to deeply analyze the following factors: the investment environment need to be improved urgently, which should keep up with the reform system; local characteristics; the guidance role from the government by achievement assess; the projects for attracting foreign investment need to be detailed; the administration system of attracting investment is not reasonable; the investment environment needs to be improved.
