ABSTRACTBalancing urban and rural development is the practical and scientific concept of development. Actualizing the coordinated development of regional economy, deepening the socialist reform, constructing the harmonious socialist society and ensuring the sustaining and sound development of the national economy are the significant content included in the practical and scientific concept of development.The gap between the urban and rural development is continually enlarging, but do not turn the enlarging trending radically. The reasons of the gap are lagging and lacking the supply of the communal products in rural areas and not forming the structure of the integrated development for supplying the communal products. Achieving the integration of the communal products in urban and rural areas is the important means involved in balancing urban and rural development which is in desperate need of increasing the devotion to the rural finance, aggrandizing the communal products’ supply effectively at the rural areas that is used for the basic needs which is closely related to the farmers’ manufacture and life should be supported particularly. Only ensuring the integration of the communal products at the urban and rural areas and satisfying people’s material needs can narrow the developmental gap between rural and urban areas and assuringall the residents share the fruit of reform and open up.On the theoretical level, this research that has the academic significance is based on the theories of communal products and coordinated development’s regional economy, synthetically manages the subjects’ knowledge of regional economics, executive management, sociology and statistics to analyze the concept of balancing urban and rural development , then expands and deepens the research on the theory of balancing urban and rural development.Based on the practical level, this research that has the practical meaning takes the integration of communal products at the urban and rural areas a
