论西部水电开发中库区利益的协调 ====================================================================== 　　【摘 要】本文认为从中国经济社会发展的实际出发，加快西部水电开发是必然的；现实西部水电开发过程引起的某些疑虑，根源在于水电开发利益关系的不协调；存在库区居民利益悖论，库区居民在水电开发中的优先权益被疏离了；和谐地开发西部水电，需要调整利益关系和导向，确立规范的水电开发权责利结构，纠正产权关系的约束倒置现象，保障产权关系中所有权的主导地位和对经营权的监督，以库区居民生存发展的长期利益约束资源开发的短期行为。本文的重要成果是进一步理清了水电开发产权关系中补偿与分享的权利区别。 　　【关键词】西部；水电开发；库区利益；产权 　　　　Abstract：This article considers that proceeding from the developing reality of Chinese economy and socity ，it is inevitable to accelerate to exploit water and electricity in west part.Some doubts coming from the exploiting process of water and electricity in west part，are out of harmomy in the benefit relationship of exploiting water and electricity，and there are some paradoxes which lie in the inhabitant benefit in reservoir area. The priority of the inhabitant in reservoir area is seperated and far off. Exploiting water and electricity in west part in harmomy，requires adjusting the benefit relationship and orientation，establishing the standard construction of right privilege、responsibility、benefit，correcting the phenomenon of inverting property rights relationship，ensuring the ownership in property rights relationship to be a dominant leading position and superising the right of management.Accoding to the long-term benefit of exsisting and developing of the inhabitant in reservoir area，restrains the short-term behavior of exploiting natural resources.The important achievement of this article is further distinguishing between compensate right and shareing right in property rights relationship in exploiting water and electricity. 　　Key words：west part；exploiting water and electricity；benefit of the reservoir area；property rights 　　 　　西部水电开发中库区利益的协调问题并不是一个新问题，而是一直存在、有待妥善协调的问题。而且这一问题也不仅仅存在于西部地区的水电开发中，其他地区也存在同样的问题，但就中国的区域发展及未来的能源发展而言，西部水电开发及开发中的库区利益关系显然有其特殊意义。① 　　本文对西部水电开发中库区利益协调的探讨以近年有关西部水电开发的争论为讨论背景，以自己新近的调查为感性和材料支持，②通过对个案材料的分析，寻找协调库区利益关系的关键环节和长效机制建设的可能性。 　　 　　一、西部水电开发，不是问题的问题 　　 　　1.中国加快水电开发的必然性 　　加快西部水电开发
