金融混业经营趋势下我国金融监管体制研究 优秀毕业论文  PAGE 2 精品参考文献资料 摘要 二十世纪八十年代以来，金融全球化、自由化的趋势日益突出，这促使各 个金融机构从事混业经营，传统金融机构的业务界限逐渐模糊。金融混业经营 的历史潮流要求金融监管体制做出相应的调整。上个世纪末，英国、美国等发 达国家根据其国内具体情况改变了原有的分散监管体制，建立起综合性的金融 监管体制，并且取得了较好的效果。随着我国金融混业经营趋势的日益加强， 我国金融监管体制也需要进行调整，以适应金融业发展形势。 本文首先通过实证分析的方法，对各国金融监管体制的变化特征进行了分 析，然后用比较分析法研讨了英、美两国的金融监管体制，并从中归纳总结出 对于我国的启示，接着对金融监管体制的有关理论进行了分析，最后结合我国 实际，对我国未来的金融监管体制提出了构想。本文认为我国应建立统一的金 融监管体制，而这一过程需要分为两个阶段，即先成立发挥牵头式监管作用的 中央金融监管委员会，最后建立发挥统一监管作用的中国金融监管委员会。 本文正文分为五章。第一章界定了本文金融监管体制的概念，并从纵向、 横向两个角度分析了各国金融监管体制的变化特征。第二章通过对英、美两国 金融监管体制发展过程的分析，得出了对我国金融监管体制改革的启示。第三 章对选择金融监管体制时，理论界存在分歧的两个理论问题（一是金融监管体 制是采取统一监管还是分业监管；二是货币政策是否应该与金融监管职能分离） 进行了探讨。第四章首先分析了我国金融业经营及监管体制的现状，然后分析 了我国金融业混业经营趋势下金融监管体制面临的问题，从而找到我国金融监  管体制改革的方向。第五章在前面各章分析的基础上，提出了金融监管体制的 改革目标和原则，并对我国未来的金融监管体制做出了构想。 【关键词】混业经营；金融监管体制；统一监管；体制构想  PAGE 4  PAGE 5 Abstract Since the 1980s, financial globalization, liberalization is increasingly conspicuous. This urges each financial institution to be engaged in the mixed operation. The tradition financial institutions service boundary blurs gradually. The historical trend of financial mixed operation requires financial supervision system to make the corresponding adjustment. At the end of last century, the United Kingdom, the United States and other developed countries, according to their national specific circumstances, have changed the separated supervision system to establish a comprehensive financial supervision system, and have obtained the good results. As the tendency of Chinas financial mixed operation has been growing increasingly, Chinas separated supervision system needs to be adjusted to adapt to developments in the financial industry.
