Of this theory than the traditional regional economic development theory is a better theory than traditional regional economic development theory. The establishment and development of industries cluster to promote the regional economy has become an important way to development, but also a certain stage of economic development and trend. Industrial cluster occurs accompanying economic growth, that massive firms and pertinent agencies agglomerate in certain regions reduces the average cost of the cluster and on the other hand in reduces the average cost of each firm in the cluster, and then invisible assets of the industrial cluster generates. With the agglomeration of regional industry, specific regions can affect the regional economic growth by changing the stock of invisible assets. The integration of JingJinJi regional economic not only for the promotion of North and South, leding the northeast, northwest of great significance to the development, but also in promoting economic cooperation in Northeast Asia, the wider participation of a higher level of the international division of labor. In this paper，various means are used to explain about development of industrial clusters and regional economic.The concept,classification，basic characteristies and the nature of industrial clusters are analyzed based on extensive literatures.After comparative analysis of the industrial clusters and the traditional regional development theory,we concluded that the industrial cluster theory is a new type of regional theory and we could gain economic development imporve the JingJinJi regional development.
