The means of “forcible seizure-and-robbery” crimes in the street is changed constantly, which is characterized by diversification, intectualization and specification. It also has the following characteristics: it is easy to commit such a crime while difficult to take precautions; it is easy for criminals to run away while difficult to chase and capture the criminals; it is difficult to get evidence to crack criminal cases; it is easy to sell the stolen goods while difficult to control stolen goods. These characteristics pose great challenge for the public security organs to crack down on, take precautions against and control the crimes. Therefore, correctly evaluating the basic circumstances of “forcible seizure-and-robbery” crimes in the street, carefully studying and analyzing the reasons why “forcible seizure-and-robbery” crimes in the street happen so frequently, and finding out efficient and effective measures to combat “forcible seizure-and-robbery” crimes in the street play a significantly realistic role for the public security organs to improve their ability to take measures against criminal offences in the dynamic social conditions, to control “forcible seizure-and-robbery” crimes in the street, and to preserve the harmony and stability of public order.
