摘要当代中国，进入了社会发展的转型期。经济的发展、社会产业结构的转变、管 制型政府向服务型政府的过渡，成为时代的主题。这也催生了近年来行政中心建 筑的建设浪潮。而会议空间作为行政中心建筑的重要组成部分，作为产生决策的 场所，对其研究具有特别的意义。事实上，尽管行政中心的建设热潮已经持续了 十多年，但专门针对行政中心会议空间的研究却鲜有见闻。主要原因是行政机构 的会议现状比较复杂，类型多样，设计者对其缺乏了解；而使用者自身由于职能、 部门的限定，无法对其他机构有全面的了解，因此，造成了现在行政中心主要机 构各自为阵，根据自身使用状况提设计要求的尴尬现实。毫无疑问，这对建筑空 间和会务资源都是巨大的浪费。基于此，本文以对当前我国行政机构的主体——“四大班子”的会议现状的研究 为出发点，根据会议特征进行归纳分类，在对其会议频率、参会人数和空间规模 等方面进行总结比较，分析出当前行政中心会议空间资源配置不合理的问题。再 通过行政中心的总图分析、会议的功能空间及使用要求的分析、会议中心这一高 度集中的会议空间的特征分析，得出宜运用合理分散和有效集中的思路以应对行 政中心会议空间的设计。其后，具体阐述合理分散与有效集中的设计策略。并最 终将设计策略应用于工程实践，验证设计思路的合理性与可操作性。本文提出的合理分散与有效集中的设计思路，不仅有利于指导行政中心会议 空间的设计实践，以达到会议空间资源的合理配置的目的，同时，更是一种设计 观，旨在倡导一种更系统的、可持续的观念，通过整合资源、高效利用的设计方 法，以实现建筑与资源、环境的和谐共生。关键词：行政中心，会议空间，会议中心，合理分散，有效集中ABSTRACTIn contemporary China, entered the period of social development. It has also spawned a wave of administrative center building construction in recent years. And meeting space is an important part of administrative center building, as the decision places, the research is of special significance. In fact, although the administrative center building boom has lasted for more than ten years, but the research conference aimed specifically at the administrative center of the space but little knowledge. The main reason is the meeting of administrative organization is more complex, diverse, designers lack understanding of the users own; but due to the limited function, Department, not to other institutions have a comprehensive understanding, therefore, now caused administrative center in four groups respectively, according to their own situation to the design requirements of the embarrassing reality.
